Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 36 facilities within the Court's 12 judicial districts and are supported by more than 4,800 full-time Court employees. The Court has an annual budget of more than $1 billion. ABOUT THE POSITION
Under the leadership of the Deputy Chief Information Officer (DCIO) of the Application & Engineering Division, the Senior Software Development Manager is a leader driving innovation, modernization, and strategic transformation within the Court’s software engineering landscape. This role defines and implements enterprise-wide architecture, fosters the adoption of next-generation technologies, and ensures secure, scalable, and efficient software solutions that optimize long-term investment strategies. With expertise in full-stack development, cloud platforms, DevOps, and AI-driven technologies, the Senior Software Development Manager mentors teams, leads high-impact software initiatives, and makes critical strategic decisions that shape long-term technical growth. Serving as a bridge between business and technical stakeholders, they oversee architecture reviews, security compliance, and vendor partnerships, ensuring that all technology investments align with the Court’s mission and future-ready digital strategy.
Key responsibilities:
- Software Architecture Vision – Define and drive the Court’s long-term software architecture strategy, ensuring alignment with business objectives, scalability, and modernization efforts.
- Innovation & Modernization – Champion next-generation technologies, leading initiatives to enhance operational efficiency, public accessibility, and system effectiveness.
- Strategic Technical Leadership – Lead high-level technical discussions with development teams, business stakeholders, and leadership to identify strategic gaps and architect impactful solutions.
- Enterprise Software Strategy – Oversee the development and integration of enterprise-wide software strategies, ensuring consistency across divisions and eliminating technology fragmentation.
- Team Mentorship & Leadership – Cultivate a high-performance engineering culture, mentoring teams, fostering talent growth, and empowering staff to drive innovation and excellence.
- Technology Investment Strategy – Shape large-scale technology investment initiatives, optimizing resource allocation and influencing major purchasing decisions for sustainable growth.
- Digital Transformation Leadership – Spearhead strategic digital initiatives to modernize legacy systems, ensure future scalability, and drive enterprise-wide efficiencies.
- Enterprise Architecture Standards – Collaborate with the Court’s IT Architecture team to enforce architectural best practices, ensuring system consistency and scalability across development efforts.
- Security & Compliance Integration – Embed security protocols at the architectural level, ensuring compliance frameworks and future-proof protection across software designs.
- Technology Roadmap Development – Drive technology planning, participating in architecture reviews, capacity planning, and cross-functional scheduling for major projects.
- Strategic Communication – Translate complex technical concepts into clear, compelling communication, ensuring stakeholders, technical teams, and leadership understand software strategy objectives.
- Financial Oversight & Budget Management – Maintain fiscal oversight, ensuring that budgets are optimized, and expenditures align with long-term Court technology goals.
- Vendor & Contract Management – Oversee vendor deliverables, negotiate contracts, and ensure seamless integration of third-party technology solutions within the Court’s infrastructure.

TELEWORK OPPORTUNITIES
This position is eligible for telework following an initial training period.
SELECTION REQUIREMENTS
To qualify, you must meet one of the following options at the time of application:
- OPTION I: 11+ years of experience in information technology systems design, development or administration; two years of which must include managing the work performance of a major software departmental function.
- OPTION II: Bachelor's degree in information technology, computer science, management information systems or related field -AND- 7+ years of experience in information technology systems design, development or administration; two years of which must include managing the work performance of a major software departmental function.
- OPTION III: Any combination of education and experience that is equivalent to the qualifications.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
DESIRABLE QUALIFICATIONS
The ideal candidate will possess the following desirable qualifications:
- Experience in making well-informed, effective, and timely strategic decisions, understanding their impact on enterprise-wide initiatives and stakeholder alignment, even in uncertain situations or when information is limited
- Extensive IT software development and architecture experience, and expertise in full-stack application development and software integrations
- Experience in identifying, evaluating, and adopting new and innovative technologies, such as AI, and with proven track record of successful implementation
- Experience implementing and managing secure development practices throughout the software development life cycle
- Experience managing design, development, maintenance, and support of large-scale platform solutions in a highly regulated and secure industry environment
- Experience in the following technologies:
- .NET and C#
- Angular and other front-end frameworks
- Azure and other Cloud Service Providers
- DevOps / GitHub
- Azure CI / CD
WHAT TO EXPECT NEXT
Qualifying evaluation of experience based upon submitted application materials and supplemental questionnaire. Applicants who meet the selection requirements will be placed on an eligible list which will remain valid for up to six (6) months and may be invited to participate in an oral interview.
